Allows the government to take over all modes of transport and control of highways and seaports

Allows the government to seize and control all communications media (telecommunications, internet, radio tv etc)

Allows the government to take over all electrical power, gas, petroleum, fuels and minerals
E.O 10998
Allows the government to seize all means of transportation, including personal cars, trucks or vehicles of any kind
E.O 10999
Allows the government to take over all food resources and farms
E.O 11000
Allows the government to mobilise civilians into work brigades under government supervision
E.O 11001
Allows the government to take over all health, education and welfare functions
E.O 11002
Designates the Postmaster General to operate a national registration of all persons

Allows the government to take over all airports and aircraft including commercial aircraft

I got this list off of the documantary entitled "Washington Your Fired" (WYF)
If you have not already seen the video I suggest you watch it.
I watched a very informative series of video classes about the Constitution of the United States (Michael Badnarik Constitution Class - Part 1-7) and read up a little on the document, its authors and the environment in which it was written before I had seen Washington Your Fired which really helped me to appreciate the evidence presented in the vid.
I also gleemed a few ideas for progress and possible elements to the solutions we are all seeking here.

You are right, I have not accurately set the scene.
Bush does however have the ability to declare an emergency which invokes the consolidation of the above list.
He, and he alone can decide there is an emergency and then he has the above listed toys to play with.
When I google the individual executive orders it seems all were written by Kennedy except the last one which was written by Ford. Unless they use the numbers over again I don't think these are the work of W.
These numbers appear to come from the Kennedy Presidency. Is that accurate?
